Regulator Submission Packets

The repository now includes deterministic submission-prep bundles for the open regulator-adoption lanes:

• #849 NAIC working group
• #850 Basel/OCC working groups

These are **submission-prep artifacts**, not false claims of actual filing or adoption.

Build

cd axiom-sdk/submissions
python3 build_submission_packages.py --clean --output-dir ./dist

Expected outputs:

• dist/naic-working-group-packet.zip
• dist/basel-occ-working-group-packet.zip
• dist/naic_submission_manifest.json
• dist/basel_occ_submission_manifest.json

Each ZIP includes the current AEF spec, schema, NIST crosswalk, ISO 42001 template, and paper manuscript so the external packet stays tied to the same evidence format artifacts shipped in-repo.
